No. Free, Core and Plus are personal plans: each person picks their own, and a channel works with any mix. A Core or Plus account can run an organisation of up to 50 members who bring their own accounts. Enterprise is different: the company buys seats, and every seat gets everything in Plus.
A single press of the talk button can stay open for up to an hour. It is a guard against a phone transmitting all day, not a limit on how much you talk — release and press again as often as you like. Emergency transmissions are never cut.

Plus, and every Enterprise seat. The listener picks the language they want to hear; the person speaking needs nothing at all. That is why the foreign crew member who needs it most only needs Plus.
